** The University of the Western Cape Council at its meeting of 14th December 2016 took a decision, after much deliberation, to increase tuition and residence fees by 8% for the 2017 academic year.

** The 8% increase is in line with the Department of Higher Education and Training (DHET) recommendation to universities not to implement a fee increase of more than 8%.
** While this communique covers important information from the DHET it is not intended to cover all aspects relevant to the financial clearance process.

** It provides an overarching approach and the role of various stakeholders and individual departments, which will remain central to dealing with specific student enquiries.
** The DHET has introduced a fee adjustment grant of 8% for 2017 (this is not a loan).

** This grant is an intervention to pay for the fee adjustment of 8% for students with a gross combined family income of up to R600 000 per annum.
** Students, who are academically deserving and struggling to pay must in the first instance, consult the Financial Aid Office for funding assistance.

** Students, who do not meet funding requirements for their registration fees and/or outstanding debt, must engage the University’s Student Credit Management office to agree upon a payment plan.
** The University has over the years created structures and processes in support of equal access to many academically deserving students.

** To facilitate an efficient financial clearance and registration process, you are urged to co-operate with relevant offices that will require important information in compliance with the funding criteria determined by the University and DHET.
** To give effect to the requirements the University has created a grant application portal to provide an application process for the fee adjustment grant of 8%. An appeals process will be in place for all unsuccessful applications.

Please note the financial clearance processes on the following categories:
1. First year applicants must apply for funding via the National Student Financial Aid Scheme (NSFAS) .nsfas.org.za. Applications will reopen from 09 January 2017 to 20 January 2017, the results of which will be made known from 01 February 2017.

2. Senior students who qualify for NSFAS will be cleared for registration for 2017 and will not be required to pay the upfront amount.

3. Senior students who do not qualify for funding will be required to consult with Student Credit Management for payment arrangements.
4. Students who are unable to settle their outstanding debt must make payment arrangements with Student Credit Management.

5. Students who are bursary holders must provide proof of the bursary to the Financial Aid office for verification.
6. International students are expected to settle their fees in full at registration. Students who have refugee and asylum seeker status have to make contact with the Student Credit Management (SCM) office to make appropriate arrangements

7. All students who do not qualify for NSFAS or full cost funding will be required to pay the prescribed minimum upfront payment on or before registration.
8. Students with a gross combined family income of up to R600 000 per annum will be required to apply for the DHET grant. Please complete the online application via this link tinyurl.com/jv7qaqg
