Requirements :
** Relevant tertiary qualification, preferably in Traffic Management.
** Vehicle and Drivers Licence Examiner Certificate.
** Computer literacy – Microsoft Office Applications.
** Valid Code EC Driver’s Licence.
** No criminal record.
** Seven to eight years’ experience, including management experience.

Competencies :

** Presentation, report-writing and managerial skills.

Job purpose :
** Managing the planning, implementation, monitoring, evaluation and reporting sequences of outcomes associated with plans and procedural applications designed to accomplish the key service delivery objectives of the Traffic and Licensing branch with respect to the provision of a Vehicle Testing and licensing service, Traffic Operations, the co-ordination of Municipal Court and Legal process, Support Services operations in accordance with council By-Laws and statutory legislation regulating Road Safety.

** Communicating with the Executive Director on specific key Performance areas (Vehicle testing, Licensing, Traffic, Municipal court and Legal process, Sport Services, Communication and Quality Assurance) with a view to aligning functions and services delivery objectives against the capacity and capability of the Branch.

** Compiling the Branch’s business plans with clear outcomes, monitoring of the plans and reporting on outcomes.

** Analysing service delivery trends and capacity against requirements and submitting reports supporting specific provisions for consideration in the preparation of capital and operational expenditure estimates to support plans and objectives.

** Compiling the budget and administering the approved budget and controlling/monitoring expenditure through the institution of control measures, conducting spot checks and audit inspections, and undertaking special investigations to ensure that control measure are implemented and adhered to.

** Reporting internally/externally (South African Bureau of Standards, Department of Transport, etc.) on the implementation of the Quality System and statutory requirements with regard to Vehicle Testing and Licensing processes and interventions and providing reasons and recommendations to improve and/or sustain the effectiveness of current applications.

** Defining/Adjusting the role boundaries, workflow processes and job-design against laid down service delivery requirements.

** Organising and inspecting road blocks or conducting observations of work sequences and determining extent of awareness quality assurance applications and/or the need for corrective/remedial measures and amendment/update of procedures.

** Liaising with both internal and external stakeholders by hosting and attending meetings with Council Committees, Councillors, SAPS, Labour Unions and members of Provincial and National Departments for the implementation of legislation.

** Monitoring and maintaining the activity and record keeping systems and/or executing specific actions to facilitate the updating of registers schedules and manuals (Quality System and procedures, Occupational Health and Safety Registers, Training records, Work Instruction Lists, Testing and Measuring Equipment Registers, etc.
