Chief Director – Supply Chain Management :

Requirements For The Above Post :
** an undergraduate qualification (NQF level 7) in Economics, Public Finance, Supply Chain Management or Law (B Com Law); PLUS

** A minimum of five (5) years senior management experience in a Supply Chain Management environment PLUS;
** Unendorsed valid Code B drivers licence (Code 08).

Knowledge, Skills, Training And Competencies Required :
The incumbent of this post will report to the Chief Financial Officer (CFO) and have the following responsibilities :
** Be responsible for the implementation of prescribed Supply Chain Management practices.
** Drive the implementation of SCM practices and reforms aimed at attaining strategic sourcing advantages for the department.
** Ensure the integrity of the Department’s SCM processes in line with all relevant prescribed legislation, policies and rules.

** Place a high premium on ethical conduct and management of conflict of interests in relation to all SCM practices and processes.
** Support anti-fraud and corruption measures in the context of SCM related activities.
** Ensure sound contract management as it pertains to supply chain management.

As such, the ideal candidate must :
** Possess sound technical knowledge of the performance budgeting system, supply chain management and the legislative imperatives set by the Public Finance Management Act, 1999 and the Treasury Regulations and all relevant SCM legislative prescripts.

** Have the ability to provide sound technical advice on budgetary performance linked to supply chain management practices to the Chief Financial Officer, Clusters, Districts, Institutional Managers, thus ensuring compliance with the provincial Treasury Practices Notes and all relevant SCM prescripts and policies.

** Possess strong leadership ability and innovation in relation to the entire SCM environment inclusive of but not limited to procurement planning and execution, contract management and asset management.
** Possess sound knowledge of Strategic Planning Processes and associated supply management processes.

Key Performance Areas :
** Provide overall leadership and management in the Chief Directorate: Supply Chain Management.
** Operationalise the Supply Chain Management System, consistent with legislative and other good governance arrangements.

** Develop innovative enabling mechanisms for job creation and empowerment of communities using Co-operatives, SMME’s and BBBEE companies as well as Women Owned Enterprises as vehicles.
** Develop and implement SCM policies with a view to ensuring compliance, conformance and adherence to the relevant financial and SCM legislative frameworks.

** Develop and oversee the implementation of strategies to efficiently manage the assets of the Department.
** Ensure the effective, efficient and economical utilization of resources allocated to the Chief Directorate inclusive of the development of staff and promotion of innovative solutions to overcome ork-related and service delivery barriers.
