Manager IT/Systems Audit
Bachelor’s degree :
** Information System/Computer Science/Auditing
** Higher Diploma in Computer Auditing and CISA qualification will be an added advantage

** 3 years’ information systems auditing experience.
** In-depth knowledge of and skills in informatics
** Knowledge of and experience in IT Governance Frameworks, eg COBIT, etc
** Knowledge of Local Government legislation.
** Effectively and efficiently conduct IT audits by planning, executing and reporting
** Monitor, examine and evaluate the adequacy of management controls within IT systems, in accordance with best IT audit practices and other regulations
** Perform all types of IT reviews as planned
** Perform any required data analysis on all audits, using appropriate IT audit tools, eg CAATS
** Act as relationship manager for internal audit as it pertains to IT audit matters.
Executive Director: Infrastructure and Services
** Applicants will be required to meet the minimum competency requirements as published for senior managers
** Bachelor’s degree in Civil Engineering (preferably) or Electrical and/or equivalent qualification as prescribed in the Engineering Profession Act (Act 46 of 2000)
** Diploma or Certificate in Management
** Registered as Professional Engineer
** 5 years’ senior management experience gained in an organisation of similar size and complexity
** Highly developed project management and planning skills
** Proven ability to scrutinise in-house and privately compiled documentations
** Knowledge of institutional policy formulation, implementation, monitoring and evaluation
** Working knowledge of budgeting and financial management
** Computer literacy
** Strong envisioning and strategic thinking capabilities
** Ability to drive processes to conclusion
** Ability to facilitate multidisciplinary and cross-functional ways of working
** Ability to interact effectively with politicians and managers
** Sound knowledge of Local Government and its operations.
Key performance areas :
** Be responsible for the operations of the Directorate: Infrastructure and Services with specific reference to Electricity, Water and Sanitation, Housing, Solid Waste, Building Services, Transport and Roads and Storm Water
** Be responsible for the development, maintenance and ongoing review of policies relating to the operations of the Directorate
** Develop, maintain and review human resources arrangements in support of the functioning of the Directorate on an ongoing basis
** Develop, implement and review organisational arrangements in support of the Directorate
** Render advice, guidance and support to Council and its entities regarding good governance, legislative compliance and legal and procedural matters pertaining to the functioning of the Directorate
** Be responsible for the financial management of the Directorate
** Integrate and align all programmes, projects and activities undertaken by the Directorate with the Municipality IDP and Budget
** Be responsible for control over and overarching accountability for the line functions within the Directorate.
