Mbombela Free Basic Services Application Procedures

** The core objective of the programme is vested in section 152 of the South African Constitution which local government has to ensure the provision of services is provided in a sustainable and efficient manner, so that the municipal indigent customers may benefit accordingly.

The funding of the FBS programme comes from the National Treasury (Equitable Share grant) dispensed to municipalities, the municipality is currently providing the following basic services :
** Free Basic Electricity; 50Kwh units to all the approved indigent households
** Free Basic water and sanitation 6kl to all households (blanket approached)
** Free Basic Refuse removal rebate to all the approved indigent households
** Rates and Taxes to all the approved indigent households

Who qualifies for an indigent subsidy?
** Pensioners
** Disabled
** Employed applicants with a salary not exceeding the two-state pension grant
** Unemployed applicants
** Child headed families

FBS Application Procedures

The following are prerequisites that need to accompany the FBS application forms :
** Copy of ID.
** Municipal account/ Eskom account.
** Contact details, stand numbers and electricity pole numbers (Eskom area of supply).

** Attach a used electricity token slip (Pre-paid electricity.)
** Attach an affidavit obtained from the Police Station, indicating employment status and the request of the FBS subsidy.
** Lease agreement in case of tenants.

** Salary slip and three months bank statement for employed applicant.
** Letter of authority and the affidavit for Child headed families.
** All the qualifying indigent applicants are further processed online, subjected to be updated on annual basis.
