Newcastle Municipal Manager SED
** R1 035 906,00 – R1 430 538,00 (Annual total remuneration package). In accordance with Government Notice 381 of 1 July 2016.

** The appointment made will be subject to the signing of an employment contract and performance agreement in terms of Section 57 of the Municipal Systems Act and will be done in accordance with the Regulations on Appointment and Conditions of Employment of Senior Managers.
** The candidate will be required to disclose all financial interests and will be subjected to competency assessment.
Minimum qualifications :
** Bachelor Degree in Public Administration / Management Sciences / Law or equivalent.
** 5 Years’ experience at middle management, and have proven successful management experience in administration.
** Code EB driver’s licence.
** Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of 15 June 2007.
** Good knowledge and understanding of relevant policy and legislation. Good knowledge and understanding of institutional governance systems and performance management.
** Good knowledge of corporate support services, including Human capital management; Facilities management; Information communication technology; and Council support.
** Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
** Good governance. Labour Relations Act, and other labour-related prescripts.
** Legal background and human capital management.
** Knowledge of co-ordination and oversight of all specialised support functions.
** Reporting to the Municipal Manager, the post operates at strategic level and provides strategic support to the business functions within Newcastle Municipality with the main focus being
1. Implementation of the strategic goals as identified in the Integrated Development Plan of the municipality.
2. Ensuring the effective management and compliance of legislation and policies in respect of, amongst others, the following Key Performance Areas:
Human Resources Management with specific reference to :
** Recruitment and Selection
** Human Resources Development
** Organisation and Work Study
** Labour Relations
** Occupational Health and Safety
3. Ensuring that the approved budget is executed in line with the Service Delivery and Budget Implementation Plan of the Department of Corporate Services.
4. Providing support to the Portfolio Committees, Executive Committee, Standing Committee on Public Accounts and Council on the co-ordination and administrative aspects of such committees.
